Now that Patch 13.8 is on the live servers, it’s time for us to take a look at the potential changes coming in LoL Patch 13.9, which will be released on May 3rd.

LoL Patch 13.9 Notes

The spring splits have ended across the world, and the 13 teams for MSI have been locked in. With the tournament being played in Patch 13.8, the upcoming patch will likely be more focused on solo queue and looking to nerf some of the best-performing champions.

The jungle meta saw quite a lot of changes, and we might see new picks on the rise. Some of the ADCs might be also on the list, considering that champions like Jinx and Xayah are dominating the ranked ladder in terms of pick rate. The top lane meta has been quite diverse and fun this season, so the devs might consider pumping up some of the least popular picks, such as Aatrox, Tryndamere, or Urgot.

That said, we already got some interesting changes coming up. First, we have the Neeko mid-scope update: she now has the ability to transform into whatever you want, bonus monster damage on Q and W, W can now move clone a little, and R now knocks up enemies on jump instead of shielding.

There are some number changes for her, but we’ll have to wait to see how powerful she might become. She’s currently being tested in the PBE. According to Riot Phlox, the changes were intended to preserve current Neeko playstyles (like AS, mage, or even tank) and really heighten her Trickster gameplay. And add a little spice toward her R.

Second, we have major Kayle changes, which are trying to shift the power when she casts the ultimate. You can find all the number changes in the section below.

Lastly, we know that the new Inkshadow skins will be released in Patch 13.9, as they are currently being tested on the PBE. To celebrate the Mid-Season Invitational, players will likely get access to a special MSI pass, which allows those who buy it to collect tokens and unlock Prestige Inkshadow Yasuo.

Update (Apr. 25th): Riot announced the planned changes for Patch 13.9. It will be a small patch, as they have mentioned that Patch 13.10 will be the biggest patch since season start.

How will the upcoming patch impact the meta?

Considering that we don’t have many numbers on our hands, it’s basically impossible to make any prediction on the meta, especially with Patch 13.8 just coming out. Once we get a good idea of what Riot is planning to change, then we can start making predictions of what the meta might look like going forward.

That said, the Neeko mid-scope changes are definitely interesting, especially considering the bonus damage to monsters on two different spells. If she gets good jungle clears, she might become a viable jungle pick.

    • [NEW]: When Neeko is near a non-epic monster, minion, trap, ward, or plant for two seconds she stores their Sho’ma. Neejo can click on her bar to become that unit. Click on Neeko’s face to return to Neeko. Click on the title x to clear out that Sho’ma. Only one unit can be stored at a time.
    • [NEW]: Disguise no longer breaks on taking damage, only when the disguised self would have died or when you are crowd controlled.
    • [Adjusted]: Neeko no longer inherits base AS/MS from disguise target if that stat is higher than hers
    • Cooldown: max (((floor(N-1)/3))*-3)+25.6) ⇒ 6 seconds

    • [NEW]: Empowered attacks deal 50 bonus damage to monsters
  • Tangle-Barbs (E)
    • Damage: 80/115/150/185/220 + 60% AP ⇒ 70/105/140/175/210 + 65% AP
  • Pop Blossom (R)
    • After channel Neeko jumps into the air, suspending all nearby enemies
    • After 0.6 seconds Neeko crashes into the ground with all suspended enemies and deals damage to all nearby enemies. The stun lingers for 1.25 seconds in total
